&lt;P&gt;Regarding 1: You are probably trying to compile on the login-nodes. Try for example a Xeon-Node with&lt;/P&gt;
&lt;LI-CODE lang="bash"&gt;qsub -I -l nodes=1:xeon:ppn=2&lt;/LI-CODE&gt;
&lt;P&gt;Here is gcc 9 loaded per default. On these (and other nodes, but not the login nodes), you should be able to use the module command. This is documented here: &lt;A href="https://devcloud.intel.com/oneapi/documentation/modules/" target="_blank"&gt;https://devcloud.intel.com/oneapi/documentation/modules/&lt;/A&gt; (In your case you can load another gcc-module, e.g. 10.3).&lt;/P&gt;
