&lt;P&gt;to acquire the required Intel MPI Library Runtime Environment for Windows (the "RUNENV")? Or does the Intel Simplified Software License, i.e.,&lt;/P&gt;

&lt;P&gt;&lt;A href="https://software.intel.com/en-us/license/intel-simplified-software-license" target="_blank"&gt;https://software.intel.com/en-us/license/intel-simplified-software-license&lt;/A&gt;&lt;/P&gt;

&lt;P&gt;which by&lt;/P&gt;

&lt;P&gt;&lt;A href="https://software.intel.com/en-us/articles/end-user-license-agreement" target="_blank"&gt;https://software.intel.com/en-us/articles/end-user-license-agreement&lt;/A&gt;&lt;/P&gt;

&lt;P&gt;governs the MPILIB/RUNENV grant the permission to redistribute the RUNENV?&lt;/P&gt;

&lt;P&gt;&lt;STRONG&gt;TL;DR&lt;/STRONG&gt;: May a developer of a Software that utilizes the MPILIB redistribute the RUNENV with his or her Software? Or is a user of that Software required to register and download the RUNENV by himself or herself?&lt;/P&gt;
