wow, intel really doesn't make it easy to get older versions. i used archive.org and found onemkl 2023.2 at:

and i can confirm that it's nearly the double the size of onemkl 2024.0, and does contain mkl_sycl.3.dll.

i found the file at: C:\Program Files (x86)\Intel\oneAPI\mkl\2023.2.0\redist\intel64

it also has sycl6.dll, which is another lib i was missing.

why is it so difficult to get older versions if the newer ones remove stuff?
