Hi,

Can you try to re-install the onemkl/oneapi and check the box vs2019 while installing it. Then, can you check 'Tools - Options - Intel Compilers and Libraries - Intel Library for oneAPI' at VS2019 to confirm it. Let us know if you have any update on that.
