      <description>Unfortunately, I think device fission is the only way and at this moment its only supported on CPU. Device fission will be supported on GPU in future.

Device fission is not supported on Intel HD Graphics as was mentioned. We can't commit to future features in this forum.
Hence, the answer is NO. You can't bind kernels to specific EU.
