Bloat-ware are programs that are installed by the manufacturer that most people don't use and can slow down a PC or make the CPU work harder than it should. Most likely, having a bunch of different tasks running is probably the problem.       <title>100% cpu usage while playing</title>

      <description>&lt;P&gt;My cpu (i5 4670k) usage is always at 100% while playing games. I realized it after changing my gpu(gtx 1070) because my performance didnt increase. The cpu temperatures arent very high (around 55-58 celsius) and my gpu usage is also not more than 80%.&lt;/P&gt;&lt;P&gt;The cpu is at stock (3.4ghz). In games like mafia 3 i get max 73 fps and min 25 fps, in bf4 my fps jump around from 55-100fps and i cant even reach 200 fps in csgo. I always play on 1080p. My cpu usage sometimes hits 40% when i only watch videos on youtube and its around 10-15 while writing this.&lt;/P&gt;</description>

I because based on the msinfo you uploaded the CPU is the Intel® i5-4590 and your system a DELL OptiPlex 3020.&lt;P&gt;&amp;nbsp;&lt;/P&gt; &lt;P&gt;&amp;nbsp;&lt;/P&gt;If you launch your task manager, what is the CPU usage when playing games, could you please that on this thread and the correct processor model?
