Whats the difference in quality/performance, etc between a processor number that ends in "OU", "U" or one that has neither letter at the end?

Trying to understand the difference in processors between a Dell Inspiron 13 7000 with a 8th gen. i5 processor 825ou vs. Macbook Air 13 inch with a 5th gen i5 processor that doesn't have any letters after the number. Do PC laptops use a diff type of processor than Apple?
