At first your processor belongs to laptop or notebook , so manufacturers has already customized and fixed base frequency than by intel .

while using in normal applications , base frequency is normal . try to run heavy graphics applications like autocad or solid works 64 bit or play need for speed payback edition , you will max turbo frequency .

my asus laptop uses i5 7200u its base freq fixed by intel is 2.5Ghz , but asus fixed as 2.71GHz and when I play heavy 3d applications I get 3.10 Ghz ( turbo freq )
