We just received an update on your case:

Broadwell supports four PCIe ports: one is DMI port0 (00:00.0) and port 1.a (00:01.0) x8, port 2.a (00:02.0) x16 and port 3.a (00:03.0) x16.

So, you have to select one port and use the command:

setpci -s 00:02.0 254.l

If you do not know which port to read, you can use number lspci –t –v and identify the attached PCIe card.
