Task manager shows wrong base speed

Hello, I recently replaced an old i5-4570 3.2Ghz(Turbo 3.6Ghz) with a bit better i7-4790k 4Ghz(Turbo 4.4Ghz) cpu, it works fine I hope, but I noticed that Task manager shows my base speed is 3.2Ghz and it never goes over, even though at the top it says 4790k 4Ghz, is it just a bug? or does my cpu has problems?

I didint change any settings, just swapped the cpu.

Should I check something in the BIOS?

Are you having performance issues? (please provide details)
Do you have all the cores active?
Can you please provide a screenshot of your power settings in Windows*?

Provide the below reports:

Intel® System Support Utility (Intel® SSU)

Download the Intel SSU https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows-
Open the application and select "Everything" click on "Scan" to see the system and device information. By default, Intel® SSU will take you to the "Summary View".
Click on the menu where it says "Summary" to change to "Detailed View".
To save your scan, click on "Next", then "Save".

Run the Intel Processor Identification Utility and send the report either in a screenshot or .txt file. Follow the instructions here. https://www.intel.com/content/www/us/en/support/products/5982/processors/processor-utilities-and-programs/intel-processor-identification-utility.html
