It's not strange, it's disgusting! I won't touch any products from Dell or HP. These slimeball companies (and they're not the only ones) run their support groups on a for-profit basis. This is an industry-wide problem. Only through education and the subsequent use of purchasing power will these companies be brought to heel. Force them to provide longer-term warranties and force them to provide proper support. The biggest scam is the J. D. Power Initial Product Quality awards. What useless twaddle. Tell me how it runs (and is supported) after three years, not three minutes.

Off my soapbox now...

During a stress test, you should be seeing temperatures sitting in the mid-to-high 80's, with only the occasional (short duration) spike up into the 90's. Seeing what you are seeing is NOT normal. This can be the result of poorly applied or failing TIM, poorly attached cooling solution or poorly configured fan and/or or pump duty cycle response settings.

If you still have any warranty time left (unlikely with slime like HP), then I would have them service the laptop. Otherwise, find a shop that can handle investigating and, if necessary, replacing the TIM. You could take this on yourself, but I can't recommend you doing so unless you have experience doing this in a laptop setting (doing it to a desktop PC doesn't count as applicable experience).

It seems Intel gives a lot of free help to people after their warranty runs out. In contrast, someone like Dell wants you to buy an extended warranty or they don't talk to you anymore. Strange!

I have always used Arctic Silver 5. Arctic's latest flagship product is called Céramique 2. I see that both are available through amazon.sa (here: https://www.amazon.sa/dp/B085ZZZTLF and here: https://www.amazon.sa/dp/B0087X73AM).
