The definition of percent active in CPU use conditions

Can someone give clarification on the definition of "percent active" in use condition details?

Power off and stand-by state are obviously inactive time, but idle state is not very clear to me. Does idle state mean C1-C6 state (not C0 state), or just not executing any code?
