Intel Extreme Tuning Utility not showing basic tuning option. i5 Processor only goes up to 4.3GHz

I am Using a i5 9600K. The Basic Tuning don't appear in the menu, and the Advanced Tuning has the options locked.

The Default Turbo Clock is 4,6GHz but the maximum it always reaches is 4.3GHz

MB: Asrock B360 Pro 4

Processor: I5 9600K

BIOS Settings: V3.10

-OC Tweaker > Cpu configuration

-Boot Performance Mode: Max Baterry

Description info:

"Max Battery mode will set CPU ratio as x8 till OS handoff. This option is
suggested for BCLK overclocking."

-FCLK Frequency : 400MHz

Description info:

"If you want to overclock BCLK over 190Mhz. 400Mhz is suggested value. "

-AVX Ratio Offset : Auto

-BCLK Aware Adaptative Voltage : Enabled

-Ring to Core Ratio Offset : Enabled

-Intel SpeedStep Technology: Enabled

-Intel Turbo Boost Technology: Enabled

-Intel Speed Shift Technology: Enabled

-Long Duration Power Limit: Auto

-Long Duration Maintained: Auto

Thank you for posting on the Intel® communities.

It is worth mentioning that the Basic Tuning Tab of Intel® Extreme Tuning Utility (Intel® XTU) has been replaced by the Intel® Speed Optimizer (ISO) tab. (See also unable to see ISO feature on Intel® XTU).

In order to review this further, could you please provide the following details?

1- If we understand correctly, are you trying to achieve seeing an "expected" value of 4,60GHz frequency (Max Turbo Boost Frequency) when running the Intel® XTU Benchmark?

Also, are you trying to perform overclocking configurations using the Advanced Tunning options?

2- In order to get full access to CPU and memory controls, your motherboard BIOS should support altering of CPU and/or RAM values (this is usually applicable for Z- or X- chipsets). For more details, please refer to Product Features and Requirements for Intel® Extreme Tuning Utility

Have you checked with the motherboard manufacturer (OEM) if your specific board model/SKU supports overclocking and if so, what features are supported?

3- Based on the ASRock* website, there are 3 newer BIOS versions available (the latest seems to be version "4.30". We recommend checking with their support team if they recommend updating the BIOS to see if this may help with this behavior or enable additional features. They may also guide you through the update process.

4- Do you have running on the system any other overclocking/tuning software?

5- Is this a new system? Is this behavior occurring since the first day that you have the device?

6- Run the Intel® System Support Utility (Intel® SSU) to gather more details about the system:

Download the Intel® SSU and save the application on your computer
Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
To save your scan, click Next and click Save.
Once you have saved the file (.txt file), please attach it to your reply.

To upload and attach a file, use the "Drag and drop here or browse files to attach" option below the response textbox.

However, before closing this we would like to inform you that we just released a new version, so you may try it in case the issue persists. Please try the below steps:

Uninstall Intel® XTU following the steps in this article: How to Uninstall the Intel® Extreme Tuning Utility (Intel® XTU). (Do not reinstall at this point).
Load defaults on the BIOS. Contact your motherboard manufacturer (OEM) ASRock* for proper guidance with this step.
Download and install the latest version of the Intel® XTU application: Intel® XTU 7.8.0.21.

If you need any additional information, please submit a new question as this thread will no longer be monitored.
