I7-9700K temp issues

Hello, i'm having issues with the temperature of my cpu (intel core i7-9700K). While idle or running low demanding games around 10% to 30% utilisation of my cpu the temperature is over 90 °C which isn't normal. I don't think I'm overclocking, the clock speed is at ~2,3 GHz. I have tried setting my fans at the highest they could go with no result.

setup:

cpu: intel core i7-9700K

cooling system: arctic liquid freezer ii 360

gpu: nvidia geforce rtx 3060

motherboard: tuf b365m-plus gaming

I would want to know were the problem could be, any malfcuntion or things I may have missed. I can give more information about my pc if needed.

Improperly applied thermal paste

or inadequate cooling system

or thermal paste needs to be re-applied

or incorrectly installed cooling system

or inadequate case ventilation

or non-functioning case fans

or motherboard bios needs updating

or tasks running in background

I opened my pc to today to see if there was anything improperly installed or not anough thermal paste but it doesn't seem to be the problem, bios is up to date, and no tasks running in background. But the problem seems to only be on windows, when i run on Debian the fans are running significantly lower and cpu temp seems to be fine.

That was not what I asked. I said re-applied. And it is not the quantity of paste, but the quality of how it is applied.

Also, Windows runs a lot of tasks in the background. You need to evaluate what tasks are running, and which ones you can disable.
