I downloaded the "11th Generation Intel® Core™ Processor Specification Update", and I see that it's a DOCX file. Other spec updates are in PDF format, and all this document's prior revisions were PDF too. So I suspect this is an oversight: "accidentally skipped the convert to PDF step". But I'm not sure of the best place to report this. So I'm reporting it here. The URL is here:
