&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Bios is 13.02 (newest) however, I tried multiple.&lt;/P&gt;
&lt;P&gt;SpeedStep worked for a very short while, until it got stuck in a BSOD loop.&lt;/P&gt;
&lt;P&gt;No overclocking, everything default.&lt;/P&gt;
&lt;P&gt;I did talk to Asrock in detail. They stated that since SpeedStep is a CPU feature that it was a CPU issue. You are claiming since its an option in the bios its a motherboard fault.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;However, after speaking with Amazon, they advised me to return the CPU, which I did.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I now have a new CPU and it is functioning 100% fine. I stress tested the system using XTU Stress test option.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;For now everything is running great.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;

      <description>&lt;P&gt;Built a new system and seeking advice.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Asrock Z690 Extreme Wifi (newest Bios installed)&lt;/P&gt;
&lt;P&gt;Intel 13600k&lt;/P&gt;
&lt;P&gt;Memory Corsair Vengeance 32GB (‎CMK32GX4M2E3200C16 on compatible list)&lt;/P&gt;
&lt;P&gt;Gigabyte RTX 3090&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;upon boot with default bios settings I receive error "unexpected kernel mode trap", sometimes it lists "intelppm.sys" as cause.&lt;/P&gt;
&lt;P&gt;Disable SpeedStep in bios the PC boots fine. But as soon as I enable SpeedStep again I get the same BSOD error message.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Everything default including fresh install of Win10 and Win11(tried both, both giving same problems.)&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Processor stuck at 3.5 GHz and won't turbo boost.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I have tried many things, memory reseating, 1 stick at a time in all memory sockets, reseating the CPU, taking off everything except Keyboard and mouse and boot drive etc etc etc.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Looking to diagnose if this is a CPU problem or Motherboard problem.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
