Because your processor does not meet Microsoft's requirements:

Thanks for the information. Do you know which processor of Intel will support if I go for a change to upgrade to WIN 11. The details of my mother board is given in the attached file.

If you could upgrade your processor, you would have to ask HP which processors are supported by THEIR bios. Then, you could select from those, as long as they were 8th or greater as in the list I provided you.

However, you cannot upgrade your processor as it is soldered to the motherboard.

Time to purchase a new(er) system if you want a processor that supports W11.
