In this case, both frequencies are correct but apply to different features of your CPU. Bear in mind that Intel can only comment based on the information from the official Intel websites.

These frequencies are based on the maximum speed reached in a specific environment. 5.3 GHz is the "Max Turbo" Frequency is the maximum single-core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology and, if present, Intel® Turbo Boost Max Technology 3.0 and Intel® Thermal Velocity Boost. Frequency is typically measured in gigahertz (GHz), or billion cycles per second, and 4.80 GHz is the maximum P-core turbo frequency derived from Intel® Turbo Boost Technology.
