intel 14500 cpu stuck at 4.5ghz

intel 14500 CPU stuck at 4.5ghz but it is capable of 5ghz I have tried to do bios tweak and power plan tweak but still its stuck at 4.5ghz how can fully utilize frequency of 5ghz in 14500 processor i have disabled E-cores.

I believe you are referring to the Max Turbo Boots frequency of your processor.

Please understand that you cannot run at their maximum frequency all the time.
