Power limits have nothing to do with the cpu being unstable. It is the Vdroop from CPU Vcore loadline. What motherboard do you have? I might be able to help you fix it.

In January my mother and I bought computers from Corsair. I noticed initially that they were running very hot. I also noticed a few issues where games would claim that I was "running out of video memory". Which was strange given I have a 4090.

I did some research and found out that if you lowered the current draw, you could make the cpu more stable. So that's what I did. Which, wonderfully enough, seemed to fix my video memory issues. I was able to play Alan Wake 2 now. Great.

Sadly, recently, I tried to play it again and I got the video memory error. Which means that the problem is getting worse. I don't understand because I lowered the current to be more inline with Intel specification and I thought this would fix it. I'm worried that my cpu has damage done to it because of the high current that it was getting passed though it.
