To better answer, no, Intel does not offer a repair service nor does Intel provide recommendations for 3rd-party repair services. For a processor this old, you can get replacements fairly cheaply. I see NewEgg is offering recertified parts for US$17. If it was my up to me, however, I be replacing the whole PC.
