Not sure what you think your issue is. This is normal.

In 4th gen processor configurations, you can increase the dedicated graphics memory in the BIOS and it will be passed through to the GFX driver.

What exactly is your problem? Your processor and drivers are working as they should. Up to 50% of the available RAM can be allocated for GFX usage as needs dictate.

If you have a game that is complaining about the dedicated memory being too small, this is a bug in the game! You need to talk to the game developers about a fix.

Regarding the first complaint: specious drivel. Regarding the second: you have an ancient processor and it's performance is always going to be low. There's nothing that you can do about it other than upgrade to a lot newer system.
