My inetl cpu when in full load 100% maxes out at 3.88 ghz and in idle is at 4 GHz why is it not hitting the 4.6ghz my mobo is cvn b760m WiFi

You should read the articles that Al has pointed out. I will say that the top reasons for not reaching the turbo frequency are (1) the number of cores in active use, and (2) the temperature of the processor. The latter is important because Turbo usage requires thermal headroom. If there's no headroom, then Turbo usage will be retarded.
