Difference between two i3 CPU listings on Amazon?

Hello,

I noticed two (almost identical) listings on Amazon for the Intel i3 14100F CPU:

One lists the Country of Origin as "USA" and has ASIN = ‎B0CQ2ZVCWV.

The other does not specify the Country of Origin and has ASIN = ‎B0CQ1MN1Y2.

Both are priced the same. Could you clarify the difference between them?

Additionally, do you know if both include a CPU cooler?

After looking at both posts, I think one just comes with a cooler, and one without, if I had to guess... makes sense if Intel is trying to nickle and dime.
