Either it is not BIOS compatible, or the bios needs to be updated, or the 3770K is defective.

Doc (not an Intel employee or contractor)
[W10 is today's XP ]

The BIOS of this board needs to be updated to AMI 8.16 to support the I7-3770K CPU. The earlier BIOS releases support most of the other processors such as your i3-3240 but as you have found won't work with the 3770K. As it is a HP system maybe HP support or the HP forum can help with finding this BIOS update.

There is a 4-pin connector on the motherboard close to the CPU socket, check the cable is connected correctly. Try clearing the CMOS and/or setting the BIOS to defaults. Other than that you probably have a defective 3770K if it doesn't work and the 3240 does.

Edit: As this a HP system does the motherboard work with a 3770K even with the BIOS update, you should address this question to HP support.
