almost every game micro stutters every couple of seconds. started randomly about 2 months ago

tried reinstalling windows, cleaning pc, moving ram, disabling overlays, disabling background apps. temperatures are fine, xmp is enabled

the stutters happen the same time the spikes in the graphs do (screenshot below, game latency (cpu) and ping). is my cpu cooked or is it not a cpu issue?
