Intel® Core™ i7-7800X running at 1.19 all the time.

Hello,
My i7-7800x processor runs at 1.19 GHz.
It should run at 3.5, but even under 100% load it still runs at 1.19 GHz.
My motherboard is an Asus Rampage VI Extreme, with 40 GB of 3200 MHz G.Skill DDR4.

GPU is Asus Strix RTX 3090.
I have not overclocked.
Even when I enable the XMR option and set the RAM to 3200 MHz (from 2133 default), the processor speed remains at 1.19 GHz.
The computer is very slow, even with a clean install of Windows 11.
Can someone help me please?

You do know that your processor is not supported by W11, correct?

Not that this is the reason for your performance issue, but it may be reason enough to not receive support, from Intel or Microsoft.

The CPU is supported by Windows 11.

Sorry, my fault. I just checked again andd your processsor is one of the 7th gen exceptions on the list.

I cannot say what the cause of your performance issue is.

There are a number of possibilities to look into:
1. It may be that your processor is misconfigured in the BIOS. Try resetting the BIOS configuration to defaults.
2. It may be that your processor is being throttled. This may be because of high processor temperatures, or it may be current-limited either because of the BIOS configuration or some other component on the motherboard. In this case, I would again recommend you try resetting the BIOS configuration to defaults. If this doesn't work, I would run an app like ThrottleStop and see if it will identify what is causing the throttling.

Hello, thanks again for the answer.

Let me show you some pictures please.
One picture is from Safe Mode - it shows 3.5 GHz - as it should be. But after Windows loads it already goes to a third of the power.
The BIOS is upgraded to the latest version.
There is no overclocking whatsoever.
Also, Windows is as installed.
Without any programs except Gyazo and CPUID.
The following pictures are from the computer itself and with testing.
As you can see in one of the pictures the temperature is 35 degrees. The other pictures are what the components are.
Can this configuration overheat, considering that I don't play games? Unlikely.
I'm already starting to think that this problem won't be solved.

This is the image of the motherboard.

My PSU is Rog Thor 1200W,

At the top where the CPU connectors are, only the left side is attached.

I didn't put cable on the second one.

This is what it is:

3. ATX power connectors (24-pin EATXPWR; 8-pin EATX12V1; 4-pin
EATX12V2; 4-pin EZ_PLUG)

I'm out of options.

Please guys, any advice ?

I didn't say that for-sure it is being caused by temperature; that is one possibility. The more likely possibilities are current limiting (as a result of incorrect BIOS configuration or something happening on the motherboard) or some sort of general PROCHOT assertion by the motherboard. Who knows? There's a chance that your motherboard is bad. Have you tried resetting the BIOS Configuration?

Thanks for trying to help.
1. I bought the motherboard and processor brand new from the store.
I haven't done any overclocking.
2. I tried all the BIOS versions. From the first to the last.
CMOS clear. Second BIOS - the same procedure.
3. I reinstalled the CPU.
4. I changed the PSU cables with brand new ones.
5. I tried all Windows 10 and Windows 11.
6. I haven't played games, I haven't mined. I only use the computer to watch movies and music.
7. I used this program ThrottleStop_9.7.2 to stop PROCHOT. (I couldn't find a way to do it without this program)
8. I tested everything on YouTube about processors.
The processor runs at 3.5GHz only in safe mode.

Some how the motherboard dont recognize the CPU speed. Or it set it to pure minimum state.

I will be happy to test whatewer advice you guys provide.

I don't know what else I can do.

Or is the motherboard showing the wrong information?
Speed: It's not even in GHz, it shows in MHz.
Isn't this the speed of the processor but something else?

hey man i’m having the same issues could you help me do what you did i’ve tried everything and don’t know how to get to my os panel im on the same cpu with 32 gb of 2400 mts ram n a 1080ti and it sometimes works but 80% of the time its in slow mode
