      <description>&lt;P&gt;Hello,&lt;BR /&gt;My i7-7800x processor runs at 1.19 GHz.&lt;BR /&gt;It should run at 3.5, but even under 100% load it still runs at 1.19 GHz.&lt;BR /&gt;My motherboard is an Asus Rampage VI Extreme, with 40 GB of 3200 MHz G.Skill DDR4.&lt;/P&gt;&lt;P&gt;GPU is Asus Strix RTX 3090.&lt;BR /&gt;I have not overclocked.&lt;BR /&gt;Even when I enable the XMR option and set the RAM to 3200 MHz (from 2133 default), the processor speed remains at 1.19 GHz.&lt;BR /&gt;The computer is very slow, even with a clean install of Windows 11.&lt;BR /&gt;Can someone help me please?&lt;/P&gt;</description>

      <description>&lt;P&gt;There are a number of possibilities to look into:&lt;BR /&gt;1. It may be that your processor is misconfigured in the BIOS. Try resetting the BIOS configuration to defaults.&lt;BR /&gt;2. It may be that your processor is being throttled. This may be because of high processor temperatures, or it may be current-limited either because of the BIOS configuration or some other component on the motherboard. In this case, I would again recommend you try resetting the BIOS configuration to defaults. If this doesn't work, I would run an app like ThrottleStop and see if it will identify what is causing the throttling.&lt;BR /&gt;Hope this helps,&lt;BR /&gt;...S&lt;/P&gt;</description>

      <description>&lt;P&gt;Hello, thanks again for the answer.&lt;/P&gt;&lt;P&gt;Let me show you some pictures please.&lt;BR /&gt;One picture is from Safe Mode - it shows 3.5 GHz - as it should be. But after Windows loads it already goes to a third of the power.&lt;BR /&gt;The BIOS is upgraded to the latest version.&lt;BR /&gt;There is no overclocking whatsoever.&lt;BR /&gt;Also, Windows is as installed.&lt;BR /&gt;Without any programs except Gyazo and CPUID.&lt;BR /&gt;The following pictures are from the computer itself and with testing.&lt;BR /&gt;As you can see in one of the pictures the temperature is 35 degrees. The other pictures are what the components are.&lt;BR /&gt;Can this configuration overheat, considering that I don't play games? Unlikely.&lt;BR /&gt;I'm already starting to think that this problem won't be solved.&lt;/P&gt;</description>

      <description>&lt;P&gt;I didn't say that for-sure it is being caused by temperature; that is one possibility. The more likely possibilities are current limiting (as a result of incorrect BIOS configuration or something happening on the motherboard) or some sort of general PROCHOT assertion by the motherboard. Who knows? There's a chance that your motherboard is bad. Have you tried resetting the BIOS Configuration?&lt;/P&gt;&lt;P&gt;...S&lt;/P&gt;</description>

      <description>&lt;P&gt;Thanks for trying to help.&lt;BR /&gt;1. I bought the motherboard and processor brand new from the store.&lt;BR /&gt;I haven't done any overclocking.&lt;BR /&gt;2. I tried all the BIOS versions. From the first to the last.&lt;BR /&gt;CMOS clear. Second BIOS - the same procedure.&lt;BR /&gt;3. I reinstalled the CPU.&lt;BR /&gt;4. I changed the PSU cables with brand new ones.&lt;BR /&gt;5. I tried all Windows 10 and Windows 11.&lt;BR /&gt;6. I haven't played games, I haven't mined. I only use the computer to watch movies and music.&lt;BR /&gt;7. I used this program ThrottleStop_9.7.2 to stop PROCHOT. (I couldn't find a way to do it without this program)&lt;BR /&gt;8. I tested everything on YouTube about processors.&lt;BR /&gt;The processor runs at 3.5GHz only in safe mode.&lt;/P&gt;&lt;P&gt;Some how the motherboard dont recognize the CPU speed. Or it set it to pure minimum state.&lt;/P&gt;&lt;P&gt;I will be happy to test whatewer advice you guys provide.&lt;/P&gt;&lt;P&gt;I don't know what else I can do.&lt;/P&gt;</description>
