The 13700HX is a mobile processor that will probably have a custom motherboard with specific BIOS settings. To determine whether the behaviour of your CPU is as expected or not contact the manufacturer of your device for advice.

Unfortunately, because it is an old mobile processor. What you have explained is slightly complex to resolve. I do appreciate your advice and will continue to help upgrade the whole system configuration.
