I would like to provide the results from the consults done regarding your questions.

Intel Thermal Interface Material (TIM) meets the processor design specifications.
We do not recommend running outside the processor specifications, such as by exceeding processor frequency or voltage specifications or removing of the integrated heat spreader (IHS) (sometimes called "de-lidding"). These actions will void the processor warranty.
For HEDTs (High-End Desktops) Intel® processors, the IHS (Internal Heat Spreader) and other components meet the processor design specifications. Every customer can be sure about the Intel® products high quality.
