Low GPU utilization during gaming, CPU clock speed decrease during gaming.

GPU utilization stays extremely low during games and I'm getting around 20fps in games I could play at least 60fps in a while ago. I've updated my graphics driver, still the same issue. My CPU is i5-1135G7 2.4Ghz. It hovers around 2.4Ghz while browsing but as soon as a game is launched it drops as low as 1Ghz. **Note:** The image I attached shows an older driver version but I updated it after seeing that to version 31.0.101.5534 and still getting the same issue.

Please download and run our Intel® System Support Utility and share the SSU log file (.txt). Please also mention the name of the games affected. The issue might be caused by thermal throttling or power management settings. Check your CPU and GPU temperatures to ensure they aren't overheating. Additionally, adjust your power plan settings to "High Performance" in Windows, and verify any game-specific settings that might limit performance. If the problem persists, consider checking for BIOS updates or hardware issues.

Here you are! The game is just Roblox. I can usually annihilate most games on the platform.

The laptop is unusually cool when I check it during games, I also have it on a cooling pad. My laptop has never given any options for a power plan except balanced. Even if I go into advanced power settings it does not show me any options other than sleep, display, and battery. I manually added PCI Express and processor power management settings. I have tried adding Hone's performance plan and it seems to enable that but I don't notice any difference. I also have tried manually adding the high-performance plan with Powershell and such but it did not show up.
