Where to get IO Margin Tool

I have a need to access the Intel I/O Margin Tool. I have looked at this page: https://www.intel.com/content/www/us/en/support/articles/000094444/processors/intel-xeon-processors.html?wapkw=io%20margin%20tool

And from there I went to the RDC page and created a Standard Account. However the IOMT tool does not show up. I did find "SigTest Phoenix 5.1.08.msi" but do not know if that IOMT is a part of this package or not.

Can someone please let me know where IOMT is? Is it included in "SigTest"?

I have systems with both Saphire Rapids and Emerald Rapids processors.
