topic Intel support broken in Software Archive

I'm trying to loggin to Intel premiere support, but when I click the verification link they emailed me it has said 'please wait one hour and click the link again' for the last two weeks. Where do I go for support when support is broken?

The problem I actually have and am seeking support for is a laptop that refuses to boot.
