The easiest way to develop a multi-page application or even add navigation is through the use of a JS framework. I recommend App Framework since it provides a native look and feel styling for various mobile platforms and provides the functionality you are requesting.

Creo que la mejor opción de hacer multi-paginas con navegación es usar un frame. En mi caso yo uso jqueryMobile, pero eso ta depende de gusto. Hay muchos, y mucha documentación al respecto.
