Yes, the Windows Phone Build system target is still currently in Beta, but unavailable as we are actively refining the build experience for increased support for Apache Cordova* and related configurations.

Windows Phone build is still in beta. When it becomes available for production there will be a Windows Phone 8 build tile on the Build tab.

I just downloaded Intel XDK 2727 and I have tried to build with Windows Phone 8.1 tab, but I got the error message: An error occurred while building the application. Verify your build assets are correct and try again.

Build Log:
Building a Cordova 4.1.2 application.
The application name is Nodirtyenv
The package name is 6839Nodirtyenv.Nodirtyenv
Plugin "Device" (0.2.13) was installed.
Plugin "Splashscreen" (0.3.5) was installed.
Plugin "Notification" (0.2.11) was installed.
Plugin "InAppBrowser" (0.5.4) was installed.
Plugin "Camera" (0.3.4) was installed.
Plugin "Contacts" () was installed.
Plugin "Geolocation" (0.3.11) was installed.
Plugin "Globalization" (0.3.3) was installed.
Error: Plugin "BarcodeScanner" failed to install.

Attached the complete log file.

I am able to build, but when I upload to Microsoft website "dev.windows.com", I am getting the following errors:

CordovaApp.Phone_1.0.15.4_AnyCPU_bundle.appxupload 8.3 MB
Invalid package family name: xxxxNodirtyenv.Nodirtyenv_ep150r4pk6fat (expected: yyyyNodirtyenv.Nodirtyenv_agycak5mwk9ky)
Invalid package publisher name: CN=aaaaa (expected: CN=bbbbbb)
