Cannot register Intel® Parallel Studio XE Cluster Edition for Linux*

I am trying to install Intel® Parallel Studio XE Cluster Edition for Linux* with the serial number provided in the email but I get the following error:

The serial number you provided is not valid for product Intel(R) Parallel Studio
XE 2017 for Linux*. Please refer to
https://software.intel.com/en-us/faq/licensing#manual-license-install for more
information.

When I try to generate a license file it claims that the serial number is already in use. It seems like a common problem but the solution in every other forum is to private message someone so hopefully someone will respond. Thanks!
