Open local HTML file on IOS via InAppBrowser

This is driving me crazy now!...I'm trying to open a local HTML file (a converted PDF) on iOS device. The following code works fine on Android. Am I missing something with allow-intent / allow-navigation permission on iOS? I feel like I've tried every combination!

var loadPDF = cordova.InAppBrowser.open('PDFs/Endocarditis_Circ_Journal/index.html', '_blank', 'location=yes');

Cordova version 5.4.1

InAppBrowser version 1.3

Intel XDK version 3400
