Cannot reinstall my Intel VF Composer XE 2013

I am not able to reinstall the Intel(R) visual fortran composer XE 2013 on my new PC. It gives an error "Activation rights do not allow this software to be installed. This could be due to expired subscription or incompatible serial number....." . .See attached snap shot

But the software still works fine on my old laptop. Does this mean I need to repurchase the software.

I have removed the attachment. Please do not post anything containing your serial number publicly.

There was an error with your license related to our recent licensing change. I have corrected your license and resent the license file to the registered email address. Please install using this license file rather than the serial number. I'm going to go ahead and close this thread, as this should resolve your issue. If not, please send me a private message and I will see what needs to be done to correct this situation.
