I have a problem using RA：v4/report API returns 401

When I use RA, I call the report API and always return 401. This is a test script written by python.

Payload is the copied data. Even if it is modified to 1, it still returns 401
I tried all the Subscription keys:

It all didn't work

Did I miss an important step?

by the way, get SigRL also return 404

I am using SGX in HW mode, and computer is support SGX and its on. I don't know why
