SGX test application missing sgx_urts.dll, Intel® Software Guard Extensions Activation App no help

hello, I have already read the related discussion there, https://community.intel.com/t5/Intel-Software-Guard-Extensions/SGX-test-application-missing-sgx-urts-dll/m-p/1265961#M4383

I have same symthon, but

"Download and install the Intel® Software Guard Extensions Activation App from the Microsoft Store"
I tried install it (several workaound to download it and install it manually as win2022 does not support app store), and run as Administrator, but the app shows "We can't activate Intel SGX from this App". Same as:

Currently I am able to build the sample application, failed in execution (failed on loading dll)

My envirnoment: Lenovo SR630 v3 server, CPU Intel Xeon Gold 5415+.

OS: windows server 2022
I have followd Lenovo guide https://pubs.lenovo.com/sr630-v3/enable_sgx?_highlight=sgx to enabled SGX from "BIOS".

Also tried PNPUTIL install the driver several times, all prompt success; but can't find sgx_urts.dll from windows\System32 folder.

would you please help me out?

Also the windows device manager does not show any SGX devices under Software devices nor System devices.
The SDK and PSW version I am using is v2.22.100.2

After downgrade my OS from windows server 2022 to windows server 2019; I managed to installl the drives successfully.

Hence it looks like the drive does NOT support windows server 2022 yet.
