Error running Windows AESMService: Cannot read fips mode

Hello!

In Windows 11, under Services, AESM Service is not running. The startup type is showing as "Automatic (Delayed Start)," and when I try to start it, it fails to start, with an unspecified error (0x80004005).

In the event log, I see "Cannot read fips mode":
