Windows 10 Taskbar Transparency - 1803 / 1903

I've been fighting Windows Intel and Nvidia trying to figure out what the heck the deal is..

I've tried common registry tweaks;

KEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced

UseOLEDTaskbarTransparency=1

HKEY_CURRENT _USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Themes\Personalize

EnableTransparency=1

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\DWM

ColorPrevalence=1

Nothing works.. 1803 or 1903 Windows 10..

However, I have finally found the culprit...

I Uninstalled via Driver Sweeper, then again using Riva Uninstaller Intel and Nvidia.. All drivers tested were directly from Intel or Nvidia or the vendors /manufacturer. Note both my laptop MSI GS75 9SF i7-9750h and Aurous Z370 8700k BOTH experience the same issue on both Win 10 - 1803 and 1903...

First image below is with Nvidia 431.60 installed on Windows 10-1903 and WITHOUT Intel IME or INF INSTALLED

Notice how clear the taskbar is...

The next image below is with Nvidia 431.60 and Intel Chipset 101.17969.8134 and IME 1916.12.0.1263. Also, another side note past drivers from Intel have the same symptoms. And as you can see the taskbar is now not transparent and with darker blur... Can someone tell me WHY!!!!!
