vtx activate in task manager but not in intel processor identification utility and activate in bios

My processor support vtx and vtd core i5 9300

This can result from Virtualization is disabled within the BIOS and/or Virtualization-based security (VBS) running on your Windows OS. Virtualization-based security (VBS) may be running even when all Virtualization Windows features are turned off, such as Hyper-v, Virtual Machine Platform and Windows Hypervisor Platform.
