I've got a couple of questions for you. Are you using AMT Director or another ISV to provision your clients? Are you using TLS or non-TLS based security?

TLS security, PID and PPS

Do you have a CA configured and did you add the root certificate to AMT Director?

You may want to try creating a non-TLS profile and try provisioning a client with it. If that works ok you will want to verify your CA is working properly and that you have root certificate loaded in AMT Director so that it can properly provision your client.
