Hello Jeffrey,

With Windows® 10, the wireless connections are managed by the Operating System, so, Intel® WiFi HotSpot Assistant is not required to automatically connect your PC to free Wi-Fi hotspots.

Furthermore, this feature is being discontinued and is no longer available with Intel® PROset/Wireless Software 19.0.x or later, for Windows* 7 or 8.

http://www.intel.com/content/www/us/en/support/network-and-i-o/wireless-networking/000005772.html Using the Intel® WiFi HotSpot Assistant

If you are referring to the ability to use your PC as a Wireless Hotspot (access point), please be aware that this option is not currently supported either.
