Intel AC8265 simultaneous STA + AP performance issues

I have an Intel AC8265 wifi card that supports simultaneous AP/STA:

        valid interface combinations:
                 * #{ managed } <= 1, #{ AP, P2P-client, P2P-GO } <= 1, #{ P2P-device } <= 1,
                   total <= 3, #channels <= 2

I've configured my AP accordingly:

The client wifi connection works great, however the AP connection seems to have some serious performance degradation issues. Running iperf3 through the AP shows some substantial drops in bandwidth periodically:

dmesg doesn't seem to report anything unusual and nothing weird in the kernel or syslogs either. I've tried setting 11n_disable=8 off another post I found, however the bandwidth drops persist.

Why might this be happening/what can I do to debug the bandwidth drops? I had thought it might be because it's sitting on channel 1.

$ sudo iw dev ctrl0 set freq 2442
command failed: Device or resource busy (-16)

I managed to set the channel with NetworkManager which helped a bit, but not much. Also, it seems that the quality only degrades if the other managed client is connected. If only the AP is running, it has no problem.

I also was not able to change the channel to 5GHz regardless of the state of the managed connection.

In order to better assist you, please provide the following:

1. Is this the original adapter that came pre-installed on your computer or did you change/install the adapter to this one?

2. Is the Bluetooth working?

3. Is this a laptop or desktop computer?

4. Did you notice the issue after a system update? When did the issue start?

5. What is the brand and model name of your AP/modem?

6. Have you checked the issue with the AP manufacturer?

7. Does the issue happen with a different AP/modem?

8. What is the operating system install and the version?

We are a installing the adapter onto a Jetson Nano developer kit.

2. Is the Bluetooth working?

Yes, however it seems to have a lot of interference with the 2.4GHz band

3. Is this a laptop or desktop computer?

It's a Jetson Nano single-board computer.

4. Did you notice the issue after a system update? When did the issue start?

The issue has always been present, we are running Ubuntu 18.04 as provided by NVIDIA.

5. What is the brand and model name of your AP/modem?

The issue surfaces with the AC8265 behaving as an AP, we have tried against various access points and various clients.

6. Have you checked the issue with the AP manufacturer?

N/A

7. Does the issue happen with a different AP/modem?

Yes

8. What is the operating system install and the version?

Ubuntu 18.04

Thanks for the confirmation. Before we continue further, I would like to confirm the following:

1. Have you checked with Nvidia to confirm that their system is fully compatible with the Intel® Dual Band Wireless-AC 8265?

2. Can you update Ubuntu to the latest version?
