Cycle Accounting Whitepaper and FE+Scoreboard Stall

Hello ,

I'm trying to analyze some of applications with cycle accounting calculations from Intel white paper. I observed that most of the application are showing huge FE+ scoreboard from 40% to 60 %.
Can you please explain which are the factor contribute to FE+ scoreboard stall?
