MSVS 2017 crash/restart due to failure in amplxe_vspkg.dll

Running Windows 10 Version 1803, Microsoft Visual Studio 2017 15.8.28010.2003, Intel Parallel Studio XE 2018 Update 3.

I launch MSVS 2017, drag-and-drop a *.html or a *.js file into the editor window.  After a time on the order of seconds, MSVS 2017 terminates and then relaunches.  This behavior started with MSVS 2017 15.8.0 and occurs also with MSVS 2017 15.8.1.  I am able to create an empty project and add *.html and *.js files to it.  When opening the solution/project in this scenario, no crashes occur.

For the reported problem at hand, Event Viewer shows an "Application Error"
