Sounds like what you want to do is to provide a custom End User License Agreement (EULA) in your installer. When I Google for "windows custom eula installer" I find this page that details how to build a custom installer within Visual Studio. I hope it will help answer your question.

Its free for visual studio. It has limited features but it can be used for our day to day requirements.
