Why Vulkan VK_KHR_sampler_ycbcr_conversion not supported on Windows 10?

With UHD 630, Driver 25.20.100.6471, VK_KHR_sampler_ycbcr_conversion was reported not supported by Vulkan on Windows 10.

But this extension is well supported on Ubuntu 18.04(installed on the same compute).

Since my Nvidia card supports the feature on Windows, it seems to me Intel can also supports it, because hardware and OS are not obstacles.

So why is VK_KHR_sampler_ycbcr_conversion not supported on Windows? This feature is very usefule for video processing/playback. Intel should supports it as soon as possible.
