I'm new in this field ,I want to know how can i design my game graphics professionally .

But i think scratch tends to programming more than graphic design

No it isn't , 
You can use a digital mouse and start to draw for example your characters yourself and then rebuild it using any computer programs (e.g. PS or pixlr)

For graphics, I guess using vector graphics is a way of keeping the quality at best.

Or a set of different sizes should be maintained within the resources of the game.

Do you agree with me?

I am right know on the process of development of an HTML5 game and start worrying about the game graphics. To load at shortest time, sizes should be small. But for game quality, best images should be used.
